本项目承担单位为国有独资企业，是浙江省农业科技企业、农业龙头企业。公司在临海江南街道远离饮用水水源的地方建有60多亩的种植实验基地，公司现有中专以上学历技术人员50人，其中，具有硕士以上学历并从事农业推广的科技人员9人。公司注重项目管理，并将项目阶段完成计划列为工作目标考核；2008年用于农业科技投入500万元，主要用于公司其他基地园区大棚建设和新品种开发和农业基础设施建设。在项目管理上公司实行专款专用，项目实施严格，无财务不良记录
